講者簡歷:

Anthony J. Spires is Director of the Centre for Social Innovation Studies and Associate Professor of Sociology at The Chinese University of Hong Kong. He holds a PhD in Sociology and an MA in East Asian Studies from Yale University. His research focuses on civil society in China and has covered the political survival strategies of grassroots NGOs, the impacts and influence of foreign NGOs, and the rise of private philanthropy. His publications have appeared in leading journals, including The China Journal, The China Quarterly, and The American Journal of Sociology.

講座摘要:

After ten years of efforts by the Ministry of Civil Affairs to devise a comprehensive legal framework for Chinese civil society, the central government has released a draft Charity Law for public comments by Nov. 30. This talk will give an overview of this proposed legislation and highlight its approach to registration, fundraising, and other key issues. We will draw contrasts with the current situation and consider potential implications for existing NGOs as well as civil society development more broadly.
