Survey Findings on the HKSAR Government’s Popularity in November 2015Released by Hong Kong Institute of Asia-Pacific Studies at CUHK

A telephone survey was conducted from 19 to 23 November 2015 by Hong Kong Institute of Asia-Pacific Studies, The Chinese University of Hong Kong to study the popularity of the HKSAR Government for the month of November 2015.  714 respondents aged 18 or above were successfully interviewed, with a response rate of 39.9%.  The sampling error is + or – 3.67 percentage points at the 95% confidence level.  

Major findings are summarized as follows: 

Satisfaction towards the HKSAR Government.  According to the current survey, while 39.1% of the 714 respondents expressed dissatisfaction towards the HKSAR Government, 18.2% said they were satisfied and 39.8% answered ‘in-between’.  The corresponding figures in October 2015 were 40.8%, 19.1%, and 38.1%.  Results of November 2015 were not significantly different from those of the past month statistically. 

Rating of Chief Executive LEUNG Chun-ying.  The current survey showed that the performance rating of Chief Executive (with a point scale ranging from 0 to 100 while 50 as a passing mark) stood at 41.8 in average and it was 41.2 last month, but the difference between October 2015 and November 2015 was found to have no statistical significance. 

Ratings of Three Secretaries.  The ratings of Chief Secretary for Administration (Carrie LAM), Financial Secretary (John TSANG), and Secretary for Justice (Rimsky YUEN) in November 2015 were 54.8, 61.0, and 48.9 respectively.  The corresponding figures in October 2015 were 54.4, 60.6, and 47.8. No statistically significant differences were observed in the ratings of three secretaries between October 2015 and November 2015. 

Trust in the HKSAR and the Central Governments.  In November 2015, 21.3% of the respondents showed trust in the HKSAR government and 30.4% expressed distrust; 45.1% answered ‘in-between’.  The results of October 2015 were 22.1%, 32.9%, and 42.9% respectively.  There was no statistically significant difference in trust in the HKSAR Government between October 2015 and November 2015.  Concerning the level of trust in the Central Government in November 2015, while 22.8% said they trusted the Central Government, 36.6% answered the opposite; 33.9% said ‘in-between’.  The respective figures in the previous month were 22.0%, 38.9%, and 34.3%.  The difference between October 2015 and November 2015 was also found to be statistically insignificant.
