Statement of Council of The Chinese University of Hong Kong

The Council of The Chinese University of Hong Kong (CUHK) held a meeting today (1 August) to discuss The Chinese University of Hong Kong (Amendment) Bill 2023.

Members discussed some important details of the draft bill, including the quorum of the Council and the transitional arrangements after the amendment bill comes into effect. The Council is grateful to the three Council members cum LegCo members and their legal adviser for providing further explanation of the relevant issues. Their clarification had helped members to gain a better understanding of the issues.

The Council also noted the letter presented by individual Council members elected by the Convocation, which suggested several specific proposals on the reorganisation. The Council also noted that their proposals had been submitted to the Bills Committee.

The Council wishes to reaffirm its position on the reorganisation, which was announced after its meeting on 17 April 2023.

The Council welcomes the efforts made by the three Council members cum LegCo member to seek to reorganise the University Council, which is a long overdue reform to enhance the governance of the University. The University will continue to collaborate fully with the Bills Committee in its work.
