CUHK Council Resolution at its meeting on 29 July 2024

Noting that the Council had decided at its meeting on 25 October 2022 to look into the background, decision making process and cost of the project to change the University Emblem (the Project), which was launched by the Management, without prior discussion and approval of the Council, on 17 October 2022 and then withdrawn shortly after it had drawn overwhelmingly negative feedbacks from the stakeholders, and that with the help of an independent external professional consultant and having regard to the findings of a comprehensive review of the relevant documents and correspondence, supplemented by interviews with those persons involved in the Project who could be accessed by the consultant, the Council:
- expresses disappointment on the errors of judgement by the Management in undertaking the Project, especially on its decisions to bypass the Council and to conduct very limited and inadequate consultations with the key stakeholders on the change of the Emblem;
- the Council finds it unacceptable that the Management of CUHK had not fully cooperated with the Council in its review of the University Emblem Project;
- takes note that the Vice-Chancellor, who was closely involved in steering the Project, has taken full responsibility for the Project overall; and
- will take appropriate steps, in light of the lessons learnt from this episode, to improve the governance of the University to minimize the risk of similar incidents recurring.
