Andreas Schleicher
Andreas Schleicher is Director for Education and Skills, and Special Advisor on Education Policy to the Secretary-General at the Organisation for Economic Co-operation and Development (OECD) in Paris.
As a key member of the OECD Senior Management team, Mr. Schleicher supports the Secretary-General’s strategy to produce analysis and policy advice that advances economic growth and social progress. He promotes the work of the Directorate for Education and Skills on a global stage and fosters co-operation both within and outside the OECD. In addition to policy and country reviews, the work of the Directorate includes the Programme for International Student Assessment (PISA), the OECD Survey of Adult Skills (PIAAC), the OECD Teaching and Learning International Survey (TALIS), and the development and analysis of benchmarks on the performance of education systems (INES).
Before joining the OECD, Mr. Schleicher was Director for Analysis at the International Association for Educational Achievement (IEA). He studied Physics in Germany and received a degree in Mathematics and Statistics in Australia. He is the recipient of numerous honours and awards, including the “Theodor Heuss” prize, awarded in the name of the first president of the Federal Republic of Germany for “exemplary democratic engagement”. He holds an honorary Professorship at the University of Heidelberg.

Heng Swee Keat
Mr. Heng Swee Keat was elected a Member of Parliament for Tampines GRC on 7 May 2011. He was appointed Minister for Education on 21 May 2011. The Ministry of Education formulates and implements education policies. It oversees the management and development of schools, including Government and Government-aided primary schools, secondary schools, junior colleges, and a centralised institute. It also registers private schools.
Prior to this, Mr Heng was the Managing Director of the Monetary Authority of Singapore (MAS). MAS serves as the central bank of Singapore, as well as an integrated supervisor of the financial services industry, covering banking, insurance and capital markets.
Mr Heng has also served as the Permanent Secretary of the Ministry of Trade and Industry, overseeing economic policy, trade negotiations, and the regulation and development of industry. Before assuming this appointment, Mr Heng was the Chief Executive Officer (CEO) of the Trade Development Board.
Between 1997 and 2000, Mr Heng served in the Prime Minister’s Office as the Principal Private Secretary to the then-Senior Minister Lee Kuan Yew. Mr Heng has also served in various positions in the Singapore Civil Service. In 2001, Mr Heng was awarded the Gold Medal in Public Administration, and the Meritorious Medal in 2010 for his contribution to the public service in Singapore.
Mr Heng graduated with an MA in Economics from the Cambridge University, United Kingdom. He also holds a Master of Public Administration from the Kennedy School of Government, Harvard University.

Akiko Ono
– Director, Department for International Research and Co-operation, National Institute for Educational Policy Research (NIER) of Japan

Mrs. Akiko Ono was born in Tokyo, and was a graduate of the University of Tokyo in Faculty of Economics, and School of International and Public Affairs, Columbia University in the United States.
She joined Ministry of Education, Culture, Sports, Science and Technology (MEXT) in 1994.
She has been engaged in the internationalization of Japan’s education policies with her appointments at MEXT including Deputy Directors of International Affairs Division, Competitive Sports Division, and National University Corporation Support Division.
She was also dispatched as Consultant of Directorate for Education of OECD, Education Planning Adviser (JICA Expert) to Ministry of Education, Youth and Sport of the Kingdom of Cambodia.
She now serves as Director of Department for International Research and Co-operation, the National Institute for Educational Policy Research (NIER) of Japan since April 2014 and is responsible in implementing PISA and other international collaborative research.
She is an author of the books “Tertiary Education for the Knowledge Society” (co-author, OECD, 2008) and “OECD-TALIS 2013 National Report in Japan” (co-author, 2014, in Japanese).

Jimin Cho
Jimin Cho is currently the director of the Center for Global Education at the Korea Institute for Curriculum & Evaluation (KICE) in the Republic of Korea. She has an academic background in education specialising in educational psychology, including a Ph.D. from Michigan State University majoring in educational measurement and evaluation. At KICE, she was the head of the Department of International Comparative Studies of Student Achievement where she led PISA and TIMSS projects. Moreover, she led the planning and analysis of national assessments as head of the Department of Planning and Analysis in Division of College Scholastic Ability Test and head of the National Assessment of Educational Achievement in Division of Educational Evaluation. Her major experience has been in developing the framework for student assessments and specifically in scoring and reporting based on in-depth analysis of various major assessments in Korea. She also currently serves in various capacities as a member of international steering committees for international evaluation projects.

Prof. Tse Shek Kam
Professor Tse Shek Kam is Director of the ‘Centre for the Advancement of Chinese Language Education and Research’ for Faculty of Education, the University of Hong Kong. He has been providing consultancy service to a number of organizations, including Chinese Education Centre of the Netherlands Government, Ministry of Education, Singapore, Education Bureau of the Hong Kong Government and the Education and Youth Affairs Bureau of Macao Government. He has been National Research Coordinator of the Hong Kong element of Progress in International Reading Literacy Study (PIRLS) since 2000. His research interests include the teaching and learning of reading and spoken literacy, the learning and teaching of Chinese as first and second language, early childhood Chinese language education, bi-lingual reading, computer assisted language learning and ways of assessing and monitoring language learning. He has published more than 30 books, 90 book chapters and 100 research articles.

Professor Frederick Koon-Shing Leung
Frederick Koon-Shing Leung is a professor in mathematics education at the Faculty of Education of the University of Hong Kong. Born and raised in Hong Kong, Professor Leung obtained his B.Sc., Cert.Ed. and M.Ed. from the University of Hong Kong, and his Ph.D. from the University of London Institute of Education. Professor Leung’s area of research is in comparative studies of mathematics education, and in the influence of culture (in particular the Confucian Heritage Culture) on mathematics teaching and learning. He is principal investigator of a number of major research projects, including the Hong Kong component of the Trends in International Mathematics and Science Study (TIMSS), the TIMSS Video Study, and the Learner’s Perspective Study (LPS). Professor Leung was a member of the Executive Committee of the International Commission on Mathematical Instruction (ICMI) from 2003 to 2009, and a member of the Standing Committee of the International Association for the Evaluation of Academic Achievement (IEA) between 2007 and 2010, and he served as a consultant for a number of educational projects for the World Bank and UNESCO. Professor Leung is one of the editors for the Second and Third International Handbooks on Mathematics Education, published by Springer, and a member of the editorial boards for a number of major journals in mathematics education. He was appointed a Senior Fulbright Scholar in 2003, and was awarded the Hans Freudenthal Medal for 2013 by ICMI in recognition of his long time contribution to research in mathematics education. He was also named a Changjiang Scholar by the Ministry of Education, China, in 2104. Professor Leung is currently an honorary professor of Beijing Normal University, Southwest University, and Zhejiang Normal University in China.

Cheong Wei Yang
Cheong Wei Yang is Director, Planning Division in the Singapore Ministry of Education (MOE). He oversees education policies, strategic planning, international relations, management information and research. He is on the board of the Institute of South East Asia Studies and Assumption Pathway School. Prior to MOE, he was Deputy Director, Industry Division in the Ministry of Trade and Industry overseeing the Singapore Economic Development Board. He also served as Secretariat to the Economic Strategies Committee, and Head, Fiscal Strategy in the Ministry of Finance. He holds a S.B. in Chemical Engineering and Economics from MIT and a D.Phil from Oxford.

Large-scale student achievement data within (e.g., NAEP) or across countries (e.g., PISA, PIRLS and TIMSS) offer important insights into the directions of educational policy reform and the ways to facilitate school improvement. Our keynote speaker, Prof. Andreas Schleicher, Director for the Directorate for Education and Skills at the Organization for Economic Co-operation and Development, will speak on “Strong Performers and Successful Reformers in Education – Lessons from OECD Surveys”. Mr. Heng Swee Keat, Minister for Education from Singapore, and senior government officers from Japan, South Korea, and Hong Kong will also share their experiences on the use of achievement data in education policy and reforms in their respective regions. The students from these countries/economies have performed outstandingly in international achievement tests.
